Forest policy in England is developed by a Forest Policy Unit within Defra whilst the Forestry Commission concentrates on delivery of its essential roles; advising government, developing policy on delivery, carrying out research, managing the public forestry estate (through Forest Enterprise) and delivering national and international commitments whilst supporting woodland owners and working with the industry to continue to raise standards.

In England there are eight conservancies, each aligned with rural development agency boundaries.
